“Oil & Gas Public Lecture Series “Abuja 2018”

with the theme

“NIGERIA’S PETROLEUM INDUSTRY GOVERNANCE LAW & GLOBAL INVESTMENT OPENING IN THE SECTOR”

Date: Friday May 25 2018

Venue: Conference Hall, Nicon Luxury Abuja, Nigeria

Time: 4pm prompt.

This year’s lecture is put together to dissect and open issues on how Nigeria will benefit from the passage of the Petroleum Industry Governance Bill by both the Senate and House of Representatives of the Federal Republic of Nigeria. The lecture should expose the massive investment opportunities in the Nigerian oil and gas industry to both foreign and local investors.

Corporate bodies from around the world that are expected to attend this epoch making event include but not limited to Nigeria, Namibia, Libya, India, Abu Dhabi, Dubai, Sharjah, South Africa, Congo, Kenya, Ghana, Tunisia, Egypt, Pakistan, Canada, United States of America, etc. The Institute shall also execute the ‘African Oil & Gas Globe Awards’ and ‘Oil & Gas Corporate Membership Programme 2018’.

His Excellency Senator (Dr.) Bukola Abubakar Saraki is the Senate President of the Federal Republic of Nigeria and a financial engineer, banker and medical practitioner of international repute. He holds the National Honour, Commander of the Order of the Niger (CON) and was the Executive Governor, Kwara State of Nigeria and now represents the good people of Kwara Central Senatorial District at the National Assembly. He was the one who moved a motion for the amendment of the National Oil Spill Detection & Response Agency for the elimination of oil spill in oil producing areas, Gas Flaring Prohibition Bill and Climate Change Commission Bill inter-alia when held the position as the Chairman Senate Committee on Environment. He is expected to attend the Oil & Gas Public Lecture Series “Abuja 2018”as the Distinguished Special Guest and make contribution(s) on the theme of the lecture: “Nigeria’s Petroleum Industry Governance Law & Global Investment Opening in the Sector”.

 

 

 


His Excellency, Rt. Hon. Yakubu Dogara – Honourable Speaker The House of Representives of the Federal Republic of Nigeria Distinguished Special Guest, Oil & Gas Public Lecture Series “Abuja 2018”

Rt. Hon. (Barr.) Yakubu Dogara is the Speaker of the House of Representatives of the Federal Republic of Nigeria and a legal practitioner of international repute. He represents the good people of Bogoro/Dass/Tafawa-Balewa Federal Constituency of Bauchi State of Nigeria at the National Assembly. He is an alumnus of the Oxford University, United Kingdom and Harvard Kennedy School, United States of America having attended negotiation and leadership courses. Dogara was first elected as federal law maker in 2007, thus serving his third term in the House of Reps. He is expected to attend the Oil & Gas Public Lecture Series “Abuja 2018”as the Distinguished Special Guest and make contribution(s) on the theme of the lecture: “Nigeria’s Petroleum Industry Governance Law & Global Investment Opening in the Sector”.

Special Guest, Oil & Gas Public Lecture Series “Abuja 2018

Iyalode Alaba Oluwaseun Lawson is the National President of the Nigerian Association of Chambers of Commerce, Industry, Mines & Agriculture (NACCIMA) an industrialist, educationist of repute and first female to occupy this position in NACCIMA since 1960. She is also the Chairman of the Board of Governing Council, Moshood Abiola Polytechnic (MAPOLY) in Ogun State of Nigeria. She was the President of the Abeokuta Chambers of Commerce (ABEOCCIMA) and Federation of ECOWAS Business Women Entrepreneur. This hardworking woman is also the Chairman, Abestone Microfinance Bank; Member, Institute of Directors (IOD); Council Member, Nigeria British Chambers of Commerce (NBCC) and founder of the Lawson’s Group of Schools, etc. She is expected to participate at the Oil & Gas Public Lecture Series “Abuja 2018” and offer her valuable contribution.

Vice-Admiral Ibok-Ete Ekwe Ibas GSS AM PSc+Ndc MSc Chief of Nigeria’s Naval Staff Keynote Speaker, Oil & Gas Public Lecture Series “Abuja 2018”

Vice Admiral Ibok-Ete Ekwe Ibas is Nigeria’s Chief of Naval Staff (CONS) and one of Africa’s finest Midshipman, Underwater and Amphibious Warfare Strategist. He is expected to speak on the topic: “ Petroleum Industry Governance Law & Effective Maritime Security Operations”. The Vice Admiral attended the Nigerian Defence Academy, Command and Staff College, Jaji, Kaduna, Nigeria and Amphibious Warfare School, United States Marine Corps University, Quantico, USA. The Naval Chief also attended the National Defence College and Quaid-I-Azam University all in Islamabad, The Islamic Republic of Pakistan. He was the immediate past Group Managing Director/CEO, Nigerian Navy Holdings Ltd, the Flag Officer Commanding Western Naval Command and Chief of Logistics. At some point he held these positions: (a) Chief of Administration; (b) Navy Secretary; (c) Chief Staff Officer, Headquarters Naval Training Command; (d) Command Operations Officer, Headquarters Western Naval Command; (e) Commander of the Naval Air Base all in Lagos State of Nigeria; (f) The Naval Provost Marshal; (g) Principal Staff Officer to the 2004 Chief of Naval Staff, etc. The Distinguished Vice Admiral holds a Master’s Degree in Defence and Strategic Studies, Fellowship of the Nigerian Defence Academy, General Service Star (GSS), Distinguished Service Star (DSS), Forces Service Star (FSS), Meritorious Service Star (MSS), membership of the Nigerian Institute of International Affairs (NIIA), Nigerian Institute of Management and an alumnus of the Harvard Kennedy School, United States of America,etc.

Keystone Speaker – Oil & Gas Public Lecture Series “Abuja 2018”

Engr. Maikanti Kachalla Baru is the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC) overseeing all the Divisions and Subsidiaries of the Corporation. He picked his Bachelor’s Degree in Mechanical Engineering – first class honours from the Ahmadu Bello University, Zaria, Nigeria. Since his assumption of Office, Baru has brought a lot of reforms to the system including effective management of the cash call exit regime, investment in-flow increment, crude oil production accountability, domestic availability of petroleum products, greater support for the local content policy, etc. He handled the technical negotiation on the West African Gas Pipeline Project of behalf of the NNPC and was Group General Manager (GGM) of Liquefied Natural Gas, Group General Manager (GGM) National Petroleum Investment Management Services (NPIMS), Group Executive Director (GED) Exploration & Production, and Oil & Gas Upstream Special Adviser to Nigeria’s Honourable Minister for Petroleum Resources, etc. He will be speaking at the Oil & Gas Public Lecture Series “Abuja 2018” on the topic: “Nigeria’s Petroleum Industry Governance Law: My Reform Agenda at the NNPC”.Baru collected his Doctor of Philosophy (Ph.D.) in Mechanical Engineering and a Fellow of the Nigerian Society of Engineers.

CG Abdullahi Gana Muhammadu, is the Commandant General of the Nigerian Security & Civil Defence Corps (NSCDC). Since the CG assumed office he has been working assiduously analyzing, examining and supervising private security and guard organisations in order that quackery may be eliminated. The Commandant General has done a great job in checking petroleum products hoarding, petrol service stations monitoring and crude oil pipeline surveillance and superintendence. Nigerian Security & Civil Defence Corps is a paramilitary organization established to mitigate against threats, attacks and disaster against the Nigerian State and its citizens. They handle educational enlightenment campaigns on civil populace attacks. Muhammadu picked his Bachelor’s Degree in Sociology from the Faculty of Social Sciences, University of Sokoto – now Usmanu Danfodiyo University and a Master’s Degree in Law Enforcement and Criminal Justice, Ahmadu Bello University, Zaria all in Nigeria. He is expected to speak on the topic: “Nigeria’s Petroleum Industry Governance Law & Infrastructure Security Against Vandalisation”.

Keynote Speaker, Oil & Gas Public Lecture ‘Abuja 2018’

Dr. Bello Aliyu Gusau is the Executive Secretary of the Petroleum Technology Development Fund (PTDF) and an oil and gas consultant of international repute. Gusau was the Secretary to the Oil & Gas Sector Reforms Implementation Committee (OGIC) – the committee that developed the idea around the Petroleum Industry Bill (PIB). He worked at the Nigerian Ministry of Petroleum Resources as Special Adviser to the Honourable Minister and also lectured at the Usmanu Othman Danfodiyo University, Sokoto, Nigeria. His current research interest is around legal, institutional reforms, policy formulation in the oil and gas industry. Gusau is expected to deliver a paper at the Oil & Gas Public Lecture Series “Abuja 2018” on the subject: “Nigeria’s Petroleum Industry Governance Law: My Reform Agenda at the PTDF”. This Gentleman attended the Institute of Energy Studies, Oxford, United Kingdom, Harvard Kennedy School’s Institute of International Development in Boston, Massachusetts, United States of America. He also picked his Doctor of Philosophy (Ph.D.) in Political Economy & Development Studies, etc.

Keynote Speaker, Oil & Gas Public Lecture Series “Abuja 2018”

The Commissioner for Insurance and Chief Executive Officer of the National Insurance Commission (NAICOM) Alhaji Mohammed Kari is one of the finest insurance professionals with a rich background in Information Communication Technology”. He was the immediate past Deputy Commissioner (Technical) of NAICOM and former Managing Director/Chief Executive of the Nigerian Reinsurance Corporation, Nicon Insurance Corporation and Unity Kapital Assurance Plc. Kari was at some point the Executive Director, Niger Insurance Plc and a professional member of the Chartered Insurance Institute of London, United Kingdom. The National Insurance Commission is the Insurance supervisory and regulatory authority in Nigeria. The Commissioner is expected to give a talk on the topic: “Nigeria’s Petroleum Industry Governance Law: The Role of Insurance Regulation, Supervision & Control”.

Hadiza Bala Usman, Managing Director of the Nigerian Ports Authority (NPA) is a thoroughbred administrator and manager of men and resources. The Institute deemed it necessary to invite her to deliver a talk on the topic: “Nigeria’s Petroleum Industry Governance Law & Effective Seaport Management & Operations” having considered her achievements in office, particularly repositioning the NPA for excellence performance and service delivery. She collected her first degree in Business Administration from the Ahmadu Bello University, Zaria, Nigeria. She is the immediate past Chief of Staff, Kaduna State Government House, and former Research Assistant, Centre for Democratic Development and Enterprise Officer, Nigeria’s Bureau of Public Enterprises (BPE), etc. Hadiza holds a Development Studies Master’s Degree from the University of Leeds, United Kingdom.

Prof. Akin Akindoyeni is the Chairman of Council of the Institute of Oil & Gas Research & Hydrocarbon Studies (IOGRHS) and a Professor of Building and also a Professor of Quantity Surveying. He is the Chairman of the Vetting Committee of the Institute of Oil & Gas Research & Hydrocarbon Studies and in-charge of hydrocarbon policy studies. Akin was the pioneer Vice Chancellor, Ondo State University – now Adekunle Ajasin University, Director General, National Institute for Policy & Strategic Studies and Physical Planning Director at the National Universities Commission (NUC). He is the lead lecturer at the Oil & Gas Public Lecture Series “Abuja 2018”.

 

 

 


Prof. Chairity Udokanma Emaviwe FIOR – Deputy Chairman Institute of Oil & Gas Research & Hydrocarbon Studies (IOGRHS) Chairperson of Lecture Session, Oil & Gas Public Lecture Series “Abuja 2018”

Prof. Charity Udokamma Emaviwe is the Deputy Chairman of the Institute of Oil & Gas Research & Hydrocarbon Studies and a law teacher, practitioner and scholar of academic excellence. She is a Professor of Law and also Professor of Oil & Gas Law. Emaviwe is the Chairman of the Lecture Session at the Oil & Gas Public Lecture Series “Abuja 2018”. She is a member of the International Bar Association, Nigerian Bar Association and Fellow of the Institute of Oil & Gas Research & Hydrocarbon Studies including that of the Chartered Institute of Arbitrators, etc. She was the immediate past dean of the prestigious Oba Erediawa College of Law, Igbinedion University, Okada, Edo State of Nigeria and currently the Deputy Vice Chancellor.

Galadima is a member of the Governing Council and Director of Research at the Federal University, Gusau, Nigeria and handles Oil and Gas Refining & Valorisaton Series with the Institute of Oil & Gas Research & Hydrocarbon Studies (IOGRHS). Prof. John Ndanusa Akanya is the Chairman, Quality & Standardisation Directorate of the Institute of Oil & Gas Research & Hydrocarbon Studies (IOGRHS) and a Research Fellow with the Federal University of Technology, Minna and Institute of Oil & Gas Research & Hydrocarbon Studies (IOGRHS) where handles all issues relating to quality, standards and total quality management. He leads courses in the Oil & Gas Standardisation series at the Institute of Oil & Gas Research & Hydrocarbon Studies (IOGRHS). Akanya is a Professor of Analytical Chemistry and was the one who developed quality assurance systems training scheme and the construction and installation of laboratories for the Standards Organisation of Nigeria (SON) where he was the Director General. This restless hydrocarbon production quality researcher shall Co-Host the Oil & Gas Public Lecture Series “Abuja 2018”. He is member of the Ghana Institution of Engineers (GhIE), American Association of Petroleum Geologists (AAPG) and Fellow, Institute of Oil & Gas Research & Hydrocarbon Studies (IOGRHS). Prof. Ajaiah Devineni is the Third Vice Chairman of the Institute of Oil & Gas Research & Hydrocarbon Studies (IOGRHS) and a Professor in the Department of Mechanical Engineering, Manipal University, India. He is a Research Fellow at the Institute of Oil & Gas Research & Hydrocarbon Studies with specialization in Non-Traditional Machining, Mechatronics & Mechanical Engineering. He belongs to the United States of America’s Water Jet Technology Association, The Institution of Engineers, India, etc. Devineni handles all issues for the Institute of Oil & Gas Research & Hydrocarbon Studies in Asia. Geologist Uko Akpatang is the Deputy Chairman of the Advisory Board of the Institute of Oil & Gas Research & Hydrocarbon Studies (IOGRHS). He is an Oil & Gas Geologist and Seismologist with extensive experience around the globe – United States of America, Pakistan, Southern Africa, United Kingdom, etc. He worked with Seismograph Service Ltd, Schlumberger Geco-Prakla, Shell Petroleum Development Company Ltd, etc and understands slickline services like the back of his palms – offshore, inshore, onshore, swamp and other difficult terrains. Engr. Brinyinma Nkoi is the First Vice Chairman of the Institute of Oil & Gas Research & Hydrocarbon Studies (IOGRHS) and a Mechanical & Process Piping Engineer and scholar with academic excellence. He worked with the Nigerian Gas Company Ltd (Subsidiary of NNPC) where he gathered extensive experience in natural gas processing and metering plant handling. He attended the Institute of Piping Engineering & Building Services in India, Cranfield University, United Kingdom and the Rivers State University of Science & Technology. Nkoi is a member of the Postgraduate Committee of the Faculty of Engineering, Rivers State University of Science & Technology. Dr. Cletus Okhiokpamonyi Akenbor is the Second Vice Chairman of the Institute of Oil & Gas Research & Hydrocarbon Studies (IOGRHS) and a prolific writer and scholar with academic excellence. He has two Master’s Degrees, one in Accounting, another in Marketing and capped it up with a Doctor of Philosophy (Ph.D) in Accounting.
